Cy Thao is a Laotian-born Hmong American state representative (DFL) in Minnesota. In 1975, his family fled from Communists in Laos and lived in a refugee camp in Thailand. In 1980, his family moved to the United States. Shortly thereafter, he joined the Boy Scouts of America and attained the rank of Eagle Scout.
