it is a low-resolution screenshot from the programme in question;
it is being used for identification and critical commentary on the programme Doctor Who and its use to aid the Comic Relief charity;
no more free alternative exists;
the use of the image in this article will in no way infringe on the BBC's copyright, or ability to market the programme or ancillary works.
