I wonder whether the 'traditional districts' might be, in fact, districts of parishes used until 1975. These districts were groups of parishes created when parish councils were abolished in 1930, under the Local Government (Scotland) Act 1929. Laurel Bush 11:04, 31 January 2006 (UTC).
