What's in a name
The episode title refers to the two most common definitions of the word, "insider":

To a person who has special knowledge or "inside information".
To an accepted member of a group.

The main suspect used his special knowledge to become an accepted member, and hence, is twice an insider.

[edit] Quotes

Goren: The club is connected, Captain.
Deakins: The magic gut speaks!

Eames:We're just keeping an eye on the neighborhood.
Parking lot attendant: How come?
Goren: Because we're the police.

Carver: The man wants compelling evidence.
Eames: And I want a foot-massage from Derek Jeter.

Deakins: Tell me she's not a suspect.
Goren: She's a suspect.

Goren: You used her, John. She was weak and you used her... and that really pisses me off.

John Hampton: And what's doing right in the Goren playbook?
Goren: Fidelity... Bravery... Integrity. (The FBI Motto)
