This is a very murky area of categorization, involving several lengthy discussions on various pages including Wikipedia talk:Categorization/Categories and subcategories, Wikipedia talk:Categorization, and Wikipedia talk:Category. Wikipedia:Categorization/Categories and subcategories is the most succinct distillation of current practices.

Regarding the specific situation you mention, my personal opinion is that persons should only be in the lower level category (unless they truly have some notability that rises to state-wide significance--though of course there are many cases in which there are no appropriate subcategory, so these would also go into the parent category). Regarding your question, articles in a subcategory, such as Category:People from Saginaw, Michigan do not automatically appear in the parent category. The subcategory appears on the parent category--but, due to a quirk in WikiMedia software, the subcategories are alpha-sorted in the same way as the articles in the parent category. What this means is that categories containing many articles, a subcategory may not show up on the first page of the parent category--a reader needs to scroll to a subsequent page to see the subcategory to be able to drill down into the subcat. older ≠ wiser 16:43, 25 June 2006 (UTC)

I notice the image page specifies that the image is being used under fair use but there is not a suitable explanation or rationale as to why each specific use in Wikipedia constitutes fair use. Please go to the image description page and edit it to include a fair use rationale.

If you have uploaded other fair use media, consider checking that you have specified the fair use rationale on those pages too.
