CPV-TV was a company which had bid for three ITV franchises at the 1991 ITV franchise auction.
It was a consortium led by Sir David Frost and Richard Branson and had bid for the East of England, London Weekday and the South and South East England franchises which were then held by Anglia Television, Thames Television and Television South respectively. The intention of the consortium was to create a centralised service for these three franchises with a generic presentation package.
However it had lost each of these bids due to being outbid by Anglia Television for the East of England franchise with Anglia Television succedding with a bid for £17,800,000. In the London Weekday region despite bidding the highest in an undisclosed sum it had been declined the London weekday franchise on quality grounds with the successful bidder being Carlton Television which had beat the incumbent Thames Television by £43,200,000 against Thames's £32,700,000. Finally for the South and South East region it had lost out to successful bidder Meridian Broadcasting which had bid £36,500,000 against CPV-TV's £22,100,000 (and the incumbent franchise Television South losing on grounds of business plan as a result of bidding £59,800,000.
