[edit] wording

A category is not a list! could the wording be changed? small thing i know, but still :p ninety:one 16:13, 20 May 2008 (UTC)

The wording was deliberate. I do know there has been long and a lot of debate and discussion over the short life of Wikipedia regarding lists versus categories, etc. (e.g. Wikipedia:Categories, lists, and navigational templates).
I admit to trying an experiment here (and with {{Countryfederalleacat}}) to see how broad high level 'lists', which should be categories, but are also uselful as lists, can be established in such a way to see how the two structures can be integrated when appropriate. For example, there are 'list' main space pages redirecting to each of these categories, whihc ovecomes the issue of main space searches not finding categories (they will effectively find them).
Longer term I would hope that if successful, we might be able to use this as leverage to get some more functionality developed for categories, to overcome some of the relative deficiencies they now have, for example to be able to categorise from the 'category end' as well as the 'article end'.
I would like to keep the wording as is for the time being, and get people's views over a long period of time, say six months or more.
Comments please.
