Council of Local Authorities for International Relations

The Council of Local Authorities for International Relations (CLAIR) is a governmental agency established in 1989 to promote international exchange between Japan and its network of offices in major cities across the world. Its headquarters are in Tokyo and its work supported by both the Ministry of Internal Affairs and Japan's six local government associations.
In addition to carrying out policy research on behalf of the ministry and the local authorities, it administers the JET Programme in each prefecture and designated city in Japan. It currently has overseas offices in Beijing, London, New York, Paris, Seoul, Singapore, and Sydney.
