[edit] one copy-edit down, more to go

Good morning. I have completed one strong copy-edit of this article, making the language more formal and more encyclopedic in style. The information in this article is strong, however it still reads much like a citizen complaint, and there is not much I can do as a copyeditor, short of cutting large sections (which would weaken the article.) Many of the statements in the article, although they may well be valid, need documentation and sourcing. I'd love to see someone with more experience in the area take this one up!
