Cornelius Bernard Huggins (born June 1, 1974 in Kingstown) also known as Outlaw between fans is a footballer from Saint Vincent and the Grenadines currently playing as a central defender and a vice-captain for Kedah FA team in Malaysian Super League. Huggins' height and strength makes him a towering figure at the centre of the Kedah defence. He is a highly experienced and competent defender since his arrival in 2004. For international stages he's also a most-capped Saint Vincentian defender with several numbers competition especially in the Caribean Cup.

There are numbers of victories since he has been a player of Kedah FA started August 2004 up until now. And Huggins also became the first ever most successful foreign import player in Kedah football history.
