  The copyright owner of the PLM Logo - is me: Fabian T. Santos (obviously you can read my name at the bottom of the logo), but the uploader/user: PLM Scholar did not ask any permission nor attributed my name on the summary/description. He even modified it and falsely claimed that it came from the PLM website: http://www.plm.edu.ph - which is of course not true, because that PLM website is dead/non-existent.

It is a collectible (I had one myself) and can be found regularly on eBay, such as here. The uploader does not own the copyright in order to release it under ANY licence.
