These pages effectively copy the index of the Dicionary of Canadian Biography, a copyrighted work first published in 1966. Their licensing terms allow only for non-commercial, non-derivative reproductions which does not adequately cover Wikipedia's needs. As the US recognizes a distinct right to copyright in an index or factual list, when such a list is created as the result of editorial opinion (e.g. Eckes v. Card Prices Update), the entirety of their index cannot be used without a proper license.

Established precedent, including the deletion of similar index lists from Encyclopedia Brittanica and Encarta, as well as routine deletion of materials like List of Rolling Stone's 100 Greatest Album Covers, demonstrate that works such as this are inconsistent with Wikipedia's copyright needs.

Following established precedent, a list of items that are missing from Wikipedia, i.e. red links, may be merged with other topics list, such as Wikipedia:WikiProject Missing encyclopedic articles/biographies, provided that the combined list is different in scope than the original and does not use any single source in totality. I disagree. This situation is completely different from the britanica case. Britanica didn't release their index under a non-commercial license so it had to be deleted. Since this list is in the wikipedia namespace, and only used to identify missing articles in wikipedia, our use of this list conforms to the terms of the license. Matt 00:58, 14 March 2006 (UTC)
