Cooper Firearms of Montana was founded in 1990 by Dan Cooper and two other former Kimber of Oregon employees.

Cooper was created to build affordable custom-quality accurate rifles. As they put it "Rifles should shoot as well as they look and vice versa". [1] All Cooper rifles carry an accuracy guarantee. The guarantee for rimfires is 5 shots in 1/4" at 50 yards, while for centerfires it is 3 shots in 1/2" at 100 yards.
Rifles are built mostly for hunting, with an emphasis on varmint hunting. As such, a wide variety of calibers is supported, including many common and popular wildcat rounds.

Rifles center on a few particular actions. Rimfires are repeaters, Centerfires are single-shot bolt-action. In 2007 a centerfire repeater (Model 52) was added in a few calibers.
- Model 16 - single shot action for cartridges based on the WSSM family, as well as 6 mm BR and 6 mm PPC
- Model 21 - single shot action for cartridges based on the .223 Remington parent case
- Model 22 - single shot action for cartridges based on the .308 case and similar head sizes
- Model 38 - single shot action for cartridges based on the .22 Hornet case and similar head sizes
- Model 52 - repeating long-action for cartridges in the .30-06 family
- Model 57-M - repeating action for rimfire cartridges
- Model TRP-3 - single shot action for rimfire cartridges
