I believe that the text added by 67.20.160.7 resolves the notability problem; this individual is probably as deserving of an article on Wikipedia as many others.
However, the text added was a violation of copyright from this brochure (PDF) from Heritage Preservation. It cannot be used without documented permission of the copyright owner. It would be better to write an original article.
