[edit] Why did they stop?
The article states rather baldly that congress mostly stopped issuing charters in 1992, but it doesn't say why. Does anyone know? I did some searching, but I couldn't find out anything specific. Hope some knowledgeable editors read this, someday. :) Eaglizard (talk) 03:36, 12 December 2007 (UTC)
