Considering that this page talks about a number of different things, perhaps this should be rewritten as a disambiguation page, and a main article about the political ones.DGG 04:09, 11 October 2006 (UTC)

Can someone please explain what this means: "A congress is different from a president (Westminster System of Government) in that legislative initiative is vested into it."
