Constance H. Williams is a Democratic member of the Pennsylvania State Senate who has represented the 17th District since 2001.

Williams is the daughter of Leon Hess, late founder of the Hess Corporation and sister of John B. Hess, the current chairman of Hess Corporation. [1] She is a 1966 graduate of Barnard College and also holds an MBA from the Wharton School of Business.

She was elected to the Pennsylvania House of Representatives in 1996 and served through 2001 when she defeated Rep. Lita Cohen in a special election to replace Senator Richard Tilghman. She won re-election to a full term in 2004. [2]
Williams announced that she would not be a candidate for re-election in 2008. [1]
