The Colby (town), Wisconsin article has virtually no content, and neither article explains the difference between the two municipalities. Am I right in thinking that Colby (town) just covers the part of Colby (city) that's within Clark County? If so, then I don't think it needs a seperate article. In any case, I don't think there's enough material about Colby (in general) to justify two articles, and I don't see any reason why any information about Colby (town) in particular can't go in this article. The city of Colby and town of Colby are two distinct municipalities with separate populations and governments, so the articles should remain separate. (Clark County doesn't have a great map selection online, but you can see the difference here. The town is lowercase and the city capitalized. [1]) Although "town" in most states just means a smaller city, a town in Wisconsin is a different entity that rural areas are divided into; a good explanation is at political subdivisions of Wisconsin. So, if we got rid of the town of Colby article, it would follow that the other 1,260 towns' articles would have to be deleted as well. I hope that was a helpful explanation.
