I, PRueda29, believe this image falls under fair use, According to section 107 of the United States Copyright Act of 1976 (The fair use of a copyrighted work...for purposes such as criticism, comment, news reporting, teaching (including multiple copies for classroom use), scholarship, or research, is not an infringement of copyright.  [2] because:

  1. The image is used for non-profit purposes.
  2. It is a low resolution screenshot captured from a news broadcast/news report.
  3. The image is of significantly lower resolution so as not to allow any high-quality copies.
  4. The image is used for informational purposes only.
  5. The image is important to the article because it portrays the location of the event which has historical significance, in this case the location of one of the worst school shootings in United States history.
