Thillaiyampalam Sivanesan (Tamil: தில்லையாம்பலம் சிவனேசன; born October 16, 1963[1]), also known by his nom de guerre Colonel Soosai, Sera Osca, Makkal Thilakam is a Sri Lankan Tamil separatist, who is described by Interpol as a terrorist,[2] and is the head of the Sea Tigers, the naval wing of the Liberation Tigers of Tamil Eelam, which is banned as a terrorist organization by a number of countries including the United States, Canada, India and the 27 member European Union.[3][4][5] He was originally the Special Commander of the Sea Tigers when they were created in 1991, but took over as Commander after the killing of the original commander, Gangai Amaran, by commandos of the Sri Lanka Army.[6] Along with Pottu Amman, Soosai is the LTTE's senior most military leader after Velupillai Prabhakaran.[citation needed]
In January 2007, Interpol issued a warrant for his arrest for his arrest related to his terrorist activities.[7]
