[edit] Alice Spragg
Alice Spragg was my partner's grandmother. She was the daughter of a chief Hansard reporter and granddaughter of one of Dunedin's most prominent families, and was a well known figure in pre-WWI Wellington. She is occasionally cited as being the model. There is no direct documentary evidence, but photographs of her from the time show a striking resemblance to the figure, and there is quite a lot of circumstantial evidence to suggest that she was the model. - This page has some of the explanations. Seems that the design wasn't really formalised originally and all sorts of minor variations had been creeping in.
