[edit] Portal placement

I'll leave a note over at AWB (Auto Wiki Browser) to add that to their general fixes. I wasn't aware of the placement "rule", and realistically I've seen the majority of the templates placed at the top of articles! And, I did those by hand, my bot was preoccupied!
