So why is there a layer of clear air between the surface and the cloud base? Is it something to do with turbulence? Annihilatenow 10:51, 3 May 2006 (UTC)

Because the air below the cloud is not saturated: it does contain water vapor, but the concentration of the latter is not sufficient to force the agglomeration of vapor into water droplets.
