I believe he came from Boscawen Place in Plymouth, a street that was almost completely destroyed by bombing in the Blitz, the area was levelled and was only fully rebuilt in the 1980's (it was across the railway from my home). He is mentioned already on the New York Cosmos page, and is an inductee into the American National Soccer Hall of Fame where he is also listed. I think he still works for CONCACAF. Certainly a notable individual, although I cannot make any comment about how he is perceived, his relative importance, or maybe whether he or we would want to have what amounts to a CV in wikipedia. Somehow he doesn't have a page at present, so I'm starting one, and hopefully people who are better at this, and at handling biography pages, can do something. I have added Mr Toye's name to Notable people from Devon.
