[edit] discussion tags & cleanup

After expanding the liberian community subsection, I'm moving on to tsome general cleanup. This (like all the SI articles) needs a map, and while there's a picture of Targee street on the commons, I'm sitting about half a mile away, so I may go take some photos after work.
