The Luz A Salento foundation was created in 2002 in Salento (municipio) - Quindio due to the common necessity youth and adults from this community had of learning and entertaining. The original idea of providing more opportunities to the people of this poor region came from Luz Amelia Henao de Olier. She died young and couldn't see these opportunities realized. Her survived husband, and children joint other relatives and friends to take that dream to reality. This way the Luz A Salento foundation was born to look out for the social, economical, and cultural development of the inhabitants of this town

The main goal of the foundation when created the symphony orchestra was to give musical education to children and youth in this region. There was much concern about these young people not having opportunities and having too much extra time. the initial group were just 7 kids. They were taken every week to Armenia - Quindio, a next door town, to participate in the program Batuta. After 8 months this program was ended and the foundation had to create its own musical program. At the beginning there were hired 2 music teachers, who taught the first students at that time. By 2008, the students have a complete process, which begins with pre-orchestra and ends with the symphonic. The group today is conformed by 70 kids and youngsters. Due to the success, the foundation wants to extend this program to the adults in this region
