This article needs a lot of work. It's very incomplete and mis-characterizes a lot of his work. For example, he strongly pushed for a halt to bombing in Vietnam very early in his tenure. This article claims that he came to that position slowly, and with JOhnson's "tacit support". IN fact, he was ardently lobbying Johnson to halt bombing. Etc.
