 Chronology?

I don't understand - the article begins by stating that Mr. Herscu first proposed the mall in 1987. The next paragraph states that construction began in 1986. Are those two statements compatible? Please, somebody with firsthand knowledge of the project, either correct the dates or provide additional explanation. THANKS --Raymondwinn 03:45, 31 May 2007 (UTC)
