While the work is copyrighted and the copyright is owned by the heirs of Konstantin Chebotarev. I believe the using of a low quality reproduction of a painting by Chebotarev in the article about its author fully qualifies as fair use as defined in the copyright law of the USA:

The reproduction is used for critical commentary and an example of the style of the author
The resolution is low and copies of it will be of very inferior quality
The article is greatly improved since it provides a sample of his work
