Kerry James "Chester" Borrows (born 1957) is a New Zealand politician.
Borrows initially worked as a police officer, and later gained an LLB from Victoria University of Wellington in a record time, 2 years and 14 days. He was admitted to the bar in 2002, and worked as a corporate lawyer in Hawera.
In the 2005 election, Borrows stood as the National Party's candidate for seat of Whanganui, and was successful, defeating the incumbent Jill Pettis of the Labour Party. He had been unsuccessful in the 1999 and 2002 elections, and had decided not to stand again.
Chester was born in Nelson on 20 June 1957. His parents were life-long socialists. He joined the police force from the sixth form, and was sole charge cop at Patea 1985-88. He lives in Hawera with his wife, Ella. They have three children, Zac, Abi and Katy. He is a lay preacher in the Presbyterian Church. He has recently (2007) had a 'stomach-stapling' operation to reduce weight.
