The Most Reverend Charles Victor Grahmann, D.D., born 15 July 1931 in Hallettsville, Texas, was Bishop of Dallas from 14 July 1990 to 30 April 2007.

On 17 March 1956 he was ordained as a priest in San Antonio, Texas. His career as a bishop began when Pope John Paul II appointed him as an Auxiliary Bishop of San Antonio on 30 June 1981 receiving the titular see of Equilium. The Pope appointed him Bishop Grahmann to serve as Bishop of Victoria in Texas on 13 April 1982. He was appointed as Coadjutor Bishop of Dallas in 1989, becoming Bishop of Dallas on 14 July 1990.

During his tenure, the scandal of Rudy Kos, a pedophile priest of the Dallas Diocese came up. Bishop Grahmann and his predecessor were held not to have investigated the allegations against Kos and of trying to cover things up.

On 15 July 2006, he offered his letter of resignation to the Vatican in accordance with the required retirement at age 75. He continued to serve as Bishop until his successor, former Washington, D.C. Auxiliary Bishop Kevin Farrell, was installed on 1 May 2007.
