I've fleshed this out and rewritten it quite a bit, and checked some facts (according the the Scottish Office, the SQA was formed in September 1997; since this was a merger between the SEB and other bodies, we can assume that it also replaced the SEB at this time). The dates for the phasing out of the CSYS were taken from the SQA itself.

I'd like to know when the CSYS was introduced.

Finally, as CSYS is the acronym, and not used exclusively (the full name was still reasonably well-known), I think it would be more in line with Wikipedia policy to have this article under the title '[Certificate of Sixth Year Studies]'. CSYS should redirect.
