Fair use for a discussion of P.K. van der Byl (the Rhodesian Minister of Information) responsible for press censorship and for the subject of press censorship generally. The image has no market value and its use here is for relevant critical discussion. In any event, the image is over 40 years old and the copyrightholder is a long defunct newspaper publisher.
