This is a page from a booklet published by Colegio Cesar Chavez in 1978. There is no copyright notice in the booklet, and no photographer is credited or cited. Colegio Cesar Chavez was a college founded in 1973, and it closed its doors in 1983. Therefore, it is assumed that the copyright to this work is expired or in the public domain. This booklet is currently kept in the archives of Oregon State University as part of the Multicultural Archives. If you know of a preferable template than the one listed below, please insert it.

This is not the right tag. You could try Template:PD-US but you need to document better why it would be true. In 1978 the law was changed so that you could register the work for copyright even if it didn't have a copyright notice.
