Better quality image to provide better portrait of subject matter. This image is from a scan taken by myself today. While is is much higher resolution than the previous image, it is still technically a low-res image that could not be used for the purpose of counterfeit currency. It is less than half the resolution recommended for print, and the bill depicted is very weathered and folded. Therefore it still meets the previously stated fair usage criteria. It is still used for the purpose of illustrating the subject Carl Von Ghega.
