In his Christmas Message 1945, His Holiness Pope Pius XII announced his intention, to make the College of Cardinals a living picture of the univerality of the Church. Included in this subcategory are cardinals created by Pope Pius XII in the consistories of February 18, 1946, and, January 12, 1953


Pope Pius XII created 32 cardinals in the consistory of February 18, 1946. The College of Cardinals thus reached its legal limit of 70 cardinals.
