Carlos O'Neill (June 11, 1760 – June 24, 1835), was the head of the Clanaboy O'Neill dynasty, whose family has been in Portugal since the 18th century. He was officially recognized by the offices of arms throughout Europe as titular Prince and Count of Clanaboy, but he refused to use this title, using instead the style O'Neill of Clannaboy. He was the first child and only son of the previous head Shane (John) O'Neill and wife Valentina Ferreira.
He was a Professed Knight of the Royal Order of the Knights of Christ, of Portugal.

Married to Ana João Torlade, daughter of Henri Torlade and wife, of French origin, the couple had six children:

- José Maria O'Neill
- Maria João O'Neill (Setúbal, Santa Maria da Graça, September 9, 1789 – October 22, 1847), married in July 27, 1811 to Jean Pierre de Roure (Lisbon, January 30, 1783 – Greater London, London, May 25, 1825), the couple had one son
- Henrique O'Neill (ca 1790 –), Commander of the Royal Order of the Knights of Christ, of Portugal, Knight, Commander and 132nd Grand Cross of the Royal Order of Our Lady of Concepcion of Vila Viçosa, of Portugal, General Receiver of the Province of Alentejo (January 28, 1840), married to Maria Inocência Pinto da Maia (ca 1790 –), the couple had one daughter:
- Paulina Pinto da Maia O'Neill (ca 1820 –), married in Setúbal, São Sebastião, June 1, 1848 to José de Groot Pombo (Lisbon, Mercês, ca 1820 –), City Councillor of the City Council of Setúbal, son of Francisco de Assis de Groot da Silva Pombo, Professed Knight and Commander of the Royal Order of the Knights of Christ, of Portugal, and wife and cousin Maria José de Groot, both partly of Dutch ancestry, the couple had one daughter

- Joaquim Torlades O'Neill (ca 1800 –), married to Joana Carolina de Brito e Cunha (April 18, 1802 –), daughter of António Bernardo de Brito e Cunha, from an enobled wine bourgeois family of Porto, and wife Teresa Benedita da Silva Pedrosa, the couple had two daughters:
