those areas do not get allocated Fareham numbers, they get Locks Heath nos

I think we're talking about this edit: [1]. It simply adds a link to the Italian language version of Wikipedia. These are known as Interlanguage links and tend to have no edit summary, perhaps because the person adding the link isn't fluent enough.
