California's 7th congressional district covers half of Contra Costa County and part of Solano County. Major cities in the district include Richmond, Pittsburg, Vallejo, Vacaville and portions of Concord. It is currently represented by Democrat George Miller, who is the Chairman of the Education and Labor Committee, where he helped draft President Bush's No Child Left Behind education law in 2001 and 2002.

John Kerry received 67% of the vote in this district in 2004; George W. Bush received 32%.[1] The district voted for Phil Angelides 50-44% in 2006,[2] Dianne Feinstein 71-24% in 2006,[3] Barbara Boxer 69-27% in 2004,[4] keeping Gray Davis 61-39%[5] and Cruz Bustamante 44-35%[6] in 2003, and Davis 60-29% in 2002.[7]
