California's 31st State Senate District is one of 40 Senate Districts. It is currently represented by Republican Senator Robert Dutton of Rancho Cucamonga.

The 31st District includes many fast growing suburban and rural areas in the Inland Empire portion of the Los Angeles Metropolitan Area. As this district along with Senate District 32 were drawn to separate Democrat and Republican areas in the non-desert portion of San Bernardino County, the 31st wraps around the 32nd and includes several distinct communities of interest.

Three-fifths of the district population, or nearly 500,000 residents, lives in San Bernardino County, where there are three distinct sub-regions. The first, with approximately 200,000 residents, is the eastern end of the Pomona Valley, including the two cities of Upland and Rancho Cucamonga. Another 200,000 residents live in the valley on the other side of the wishbone formed by I-15 and I-215, separated by the 32nd's cities of Fontana and Rialto. This includes a handful of new suburbs such as Redlands, Highland, Yucaipa, Colton, Grand Terrace, and Loma Linda. In addition, more Republican parts of San Bernardino are in the district. Thirdly, the district includes about 100,000 in the High Desert and Rim of the World areas, including Lake Arrowhead, Big Bear, and Yucca Valley.

The remainder of the district is in Riverside County, south of the 32nd. These 350,000 residents primarily live in the city of Riverside, though several unincorporated areas in the northwest corner of the county are in the district as well, including Rubidoux, Glen Avon, Woodcrest, Pedley, Sunnyslope, and Mira Loma.

The 31st Senate District is a safe Republican district. As of 2006, 45.3% of Registered Voters were registered Republican and 34.4% were registered Democratic. In 2004, Senator Dutton received nearly 60% of the vote.

[edit] 2001 Redistricting

Reflecting the relative growth of the Inland Empire, redistricting made the 31st geographically slightly smaller. Twentynine Palms and Wrightwood were removed from the San Bernardino County portion, while the Riverside County portion shifted west, trading Moreno Valley, San Jacinto, Hemet, and the San Gorgonio Pass area (Beaumont/Banning) for the Rubidoux-Mira Loma area and the remainder of the city of Riverside not already in the 31st.
