César Osvaldo Villaluz Martínez was born in Mexico on July 18, 1988. At the young age of seventeen, he participated in the U-17 World Cup with the Mexican national team, and his efforts as midfielder helped his team to victory against Brazil, as well as throughout the entire tournament. Cesar Villaluz currently plays for Cruz Azul in the Mexican Primera Division, and participated along with fellow team players Carlos Vela and Giovanni Dos Santos, both of whom are younger than him, in the 2007 FIFA U-20 World Cup that took place in Canada in 2007, where the Mexican national team faced off against the national football teams of Portugal, Gambia, New Zealand, in that order in the group round. Rumors have been brought that Cesar may go to Europe, not club is yet confirmed.

Villaluz was one of the young Mexicans that won the 2005 FIFA U-17 world cup in Peru.In 2007 most of the U-17 players gathered to try to win the 2007 Canada U-20 World Cup.

In early 2006 when Isaac Mizrahi was the teams coach he really did put him to get play time. Later Mizrahi was fired and Markarian was brought to be the new manager. Isaac was hired by Monterrey and the first game was with Cruz Azul where Villaluz made two astonishing goals. Ever since Villaluz has been in the starting team and has taken over Cesar Delgado as the star of the Maquina.
