The "Method of creation" part is completely undocumented. As far as I know, Budder is a well guarded secret held by the "Budder King". There are people who claim they are able to make budder by whipping their cannabis-oil, but there is no evidence that this actually results in the product known as "budder".

Budder is made by triple processing marijuana into isopropyl oil. The act converts all un-active THC into the ingredient that creates the effect. This is why it is more potent than other forms. Making oil yields significantly less product (especially when triple processing), so it is very rarely done with quality marijuana. This is why the "Budder King" can make something someone else can't, the use of very high grade marijuana is expensive and labelling as one-of-a-kind allows for higher returns than one would normally find in the marijuana oil industry. Realistically he has made it cheaper to buy than to make, restricting competition.
