I converted this banner to use {{WPBannerMeta}} I hope you like the increased reliability and ease of customisation. Check out the documentation at Template:WPBannerMeta for details of how you can expand (or contract) the functionality of the template as necessary for your project's needs. Incidentally, if you're not using the "comments" code, which I retained from the old banner but which appears unused (the category doesn't even exist!), I suggest you remove it (and the "BOTTOM_TEXT=" parameter) for clarity.
