Edward Bruce Tinsley (born 1958 in Louisville, Kentucky) is a cartoonist, best known for his conservative comic strip Mallard Fillmore.

Bruce Tinsley attended Indiana University with a degree in government. He then worked for various newspapers as a reporter. He began his cartoon career as an editorial cartoonist for The Daily Progress in the 1980s. While a cartoonist there, he was asked to create a character for the paper's entertainment section. After several rejects, Mallard Fillmore was accepted, and made his debut in 1991. Mallard was later syndicated in 1994, through King Features Syndicate.
