I don't know if the deletion of technology from the P-39 was much debated, but the assertion that the reason for it was because turbochargers were too secret for export is what is debated. In The P-38 Lightning, by Bodie, the author talks about the reason for turbos being deleted from one version of the aircraft and disputes that it was for reasons of secrecy of the technology of turbos.
4/30/2008. OK, I got some more information. According to the references listed here -- http://home.att.net/~C.C.Jordan/XP-39.html (How America's Best Pre-War Single Engine Fighter Was Ruined By The Air Corps) -- the P-39's turbosupercharger was removed as a result of a decision by NACA engineers that the inlet to the turbosupercharger needed to be eliminated to reduce drag.
