Broken Rules is the seventh episode of Burn Notice. In this episode, Michael Westen must join a criminal organization run by a beautiful yet ruthless woman in order to save a local store owner being strong-armed out of business. At the same time, Michael finds himself engaged in a battle of wits against the CSS agent now making life miserable from him, Jason Bly. And finally, Michael also has to contend with pressure from Fiona with regards to their relationship.

Michael Westen starts out by making a big show of revealing his new tail, CSS agent Jason Bly in one of his frequent hang-outs. Bly responds by revealing that he's been keeping an eye on Fiona Glenanne, who has just stolen a car and loaded the trunk with some unlicensed weapons. As Fiona pulls into the parking lot, Michael jumps and runs to the car. Together they escape the police and leave the car in a parking garage.
After meeting back up in Michael's apartment, they discuss Bly getting the better of them. Sam Axe then calls, revealing that Bly called his girlfriend and revealed that Sam has been spending time with an ex. As Sam tries to settle his situation, Michael decides that something has to be done. Fiona wants to talk about their relationship, but Michael tells her to wait till after they are done with Bly. Fiona promises to beat him up if he fails to follow through on his promise.
Having been referred to a merchant by a previous client helped, Michael is offered $20,000 to help take care of a gang that has been ravaging a local neighborhood. He offers a section of the money given up front to Sam so that Sam can repair his relationship by making it up to his girlfriend. Bly appears in Michael's apartment and offers to give Michael a job and references working as a security guard. After being blackmailed by Bly's insider information on Fiona, he reluctantly accepts.
Michael takes on the identity of a new gang leader in town, making a show of attacking the merchant's store (with the merchant's permission), then attacking members of the gang and scaring them. Meanwhile, he uses the half of the money given to him up front by the merchant to set up an offshore account through a local money launderer. He is held up at gunpoint by one of the men who held back, and is taken to meet the boss, Consuela. Consuela hires Michael to join her gang, having lost all of her other henchmen to his attacks.
Michael reluctantly agrees, and makes a show of mugging Fiona in the street as part of the first hit, which leads to the first hit not happening. After meeting with Consuela and her only remaining contact, they make a plan to take out the original merchant's store. Michael contacts the merchant and tells him to get out of town with his family, then proceeds to go through the motions of planning to take out the merchant with his co-hort. Upon finally reaching the store, Michael threatens to kill his accomplice, claiming Consuela told him to. The accomplice reveals that he was told to kill Michael by Consuela as well, and has a change of heart. The two devise a plan to blow up Consuela's home, ending her reign of terror for good.
Michael later meets with the merchant in a church. The merchant offers him the remainder of the $20,000, but Michael declines, telling the merchant that he never intended on taking the man's life savings. Michael also returns the money given to him up front, minus the expenses incurred.
Bly meets up with Michael in their hang out. Bly offers him a portfolio with all of his new job information. Michael turns down the job, and then hands Bly a portfolio with information involving a joint account set up in both men's names, large amounts of money filtered into the account (which were really the same $10,000 sent over and over again), and other pieces of evidence making it look like Michael is paying him off. Bly, struck by this blackmail, agrees to retrieve Michael's file.
Back in Michael's apartment, Sam thanks Michael for making Bly back off, as the latter called Sam's girlfriend and apologized for "lying" to her. Fiona then arrives at Michael's place, resulting in the previously promised fight. Michael subdues her, resulting in the two kissing and eventually having sex.
