Wouldn't this information be more useful as a subgroup of general template for Template:Transportation in Dubai?

I disagree. I think it is okay to have a tempalte for just the bridges and tunnels. Also, if {{Transportation in Dubai}} was created, it would need to have many links to justify its creation.
