[edit] Decentralization period

I admit, I've forgotten my history. When exactly is the period of decentralization? What exactly did the policy of decentralization do? Does the formation of the FMS is part of the decentralization effort by the British? __earth (Talk) 09:23, 15 December 2006 (UTC)
