Don't Merge. Please see Wikipedia:INCITIES .The style defined doesnt allow the article to be expanded within Bangalore. Hence retain this as a seperate article. The article can be improved further.
WP:Incities doesn’t give any rationale on your comment. In one word, Brigade road is a shopping hub in Bangalore. Therefore, it is a little properly sourced information article and should definitely be merged to Bengaluru (see our STUB guidlines). And also I think Brigade road has been renamed to Chinnappa Muthaliar Venkata Rao Road since last year.
