This is a staircase leading from the street level to the Northbound platform of Gravesend Neck Road Station. The staircase is partitioned by a concrete slab with fence, because it is not in use.

It was in active use when there was no NYC subway on Brighton Line tracks. At that time, there was another commuter train operator with another proof of payment.
